Surfside Community in Nye Beach Becomes Resident-Owned — A Huge Win for Community Stability

At Pacific Coast Homes, we are thrilled to celebrate the inspiring news that the residents of Surfside Village—located in the heart of Newport’s historic Nye Beach district—have officially become owners of their community through a cooperative purchase.

Over the years, we’ve had the pleasure of helping many buyers and sellers in Surfside Village. We’ve seen firsthand the strong sense of neighborliness that defines this 55+ community. That’s why we’re so proud to recognize the determination and teamwork that brought this vision of ownership to life.

The idea of resident ownership at Surfside Village first surfaced back in 2014, but the numbers just didn’t work at the time. Fast forward to 2025, and thanks to years of persistence and a little help from some dedicated partners, the dream is now a reality.

Now officially a Resident-Owned Community (ROC), Surfside Village is no longer managed by an outside investor. Instead, the land beneath its 33 manufactured homes is collectively owned and governed by the residents themselves through the Surfside Village Cooperative. This change provides lasting stability, peace of mind, and the empowerment that comes from having a direct say in how the community is run.

Sandy Blackman, president of the new board, expressed her gratitude for the help of CASA of Oregon, an organization that guided the community through the transition. She noted how this model not only creates long-term affordability, but also enhances safety, fosters cooperation, and brings peace of mind—especially for older adults on fixed incomes.

Bonnie Good, vice president of the board, shared similar appreciation, crediting CASA’s experienced team for their knowledge, heart, and steady support throughout the process. Others who played an essential role included:

  • The previous park owners, who were willing to work with the residents at a fair and attainable price.

  • ROC USA, which helped secure grants that made the purchase possible.

  • NOAH (Network for Oregon Affordable Housing), for structuring a loan that kept monthly housing costs stable.

  • Local leaders like State Senator Dick Anderson and Representative David Gomberg, who championed affordable housing solutions throughout the process.

  • Cooperative Management, Inc., a respected property management company that works with co-ops statewide to support successful resident-led communities.

What happened at Surfside is more than just a real estate transaction—it’s a reminder that home is more than a place, it’s a community. And when people come together with a shared purpose, incredible things can happen.
